PCC underscores ‘ease of doing business’ in FY 2019 year-end financial workshop

The finance group of the Philippine Carabao Center (PCC), together with the accountants and bookkeepers of its 12 regional centers, convened to report the results of the financial transactions for fiscal year 2019 last January 20-24 at the PCC Campos Hall.

In preparation for the consolidated financial statements to be submitted to the Commission on Audit (COA) in February, the 38 participants worked to accomplish the following: (1) reconciliation of intra-agency accounts; (2) preparation of adjusting entries; (3) preparation of the trial balance; (4) revaluation of biological assets and (5) preparation of various schedules in support to the notes in the financial statements.

Dr. Arnel N. Del Barrio, PCC executive director, graced the event by giving a short message, emphasizing the importance of Republic Act No. 11032, also known as “Ease of Doing Business and Efficient Government Service Delivery Act of 2018”, which seeks to further reduce red tape and speed up public service delivery. In compliance with this, he recounts his practice of signing documents even outside the office premises and even on weekends to fast track transactions.

Finally, recognizing the crucial role of an effective accounting software in public fiscal accountability and transparency, Romeo Cruz from the COA-Accounting Systems Development and Other Services Office discussed relevant updates of the eNGAS and eBudget, such as the inclusion of the date of creation and the date of approval of the Journal Entry Voucher, in order to trace lapses in the length of review of transactions. He was assisted by Michelle Gagarra and Christian Baturi in the integration of said updates in the respective computers of the participants.
